Technical Committee

Technical Committee

Overview

The Technical Committee reviews and evaluates all transportation plans and programs from a technical standpoint. Composed of transportation planners and engineers appointed by local governments and several state agenices, the Technical Committee makes recommendations to the Baltimore Regional Transportation Board based on technical sufficiency, accuracy, and completeness of all plans and programs. This input provides the BRTB with a technical viewpoint prior to making decisions.

Meetings are the first Tuesday of each month and are open to the public.

Purpose and Mission

  • Oversee work efforts outlined in the Unified Planning Work Program (UPWP)
  • Review/coordinate UPWP efforts by BMC staff, state agencies, and the local jurisdiction
  • Stay informed on technical topics to support the BRTB’s work
  • Review and analyze proposed plans and programs

Membership

The Technical Committee consists of one representative from each member jurisdiction or agency of the BRTB. The Committee also includes representation from the State Highway Administration and the Maryland Transportation Authority. Each year, the committee elects a new chair and vice chair. The chair of the BRTB and the Technical Committee should be from different jurisdictions/agencies.

 

Freight Movement Task Force

Overview

The Freight Movement Task Force (FMTF) is an Advisory Committee to the Baltimore Regional Transportation Board.

The committee meets quarterly. The FMTF welcomes the public to observe meetings and provide comment.

Purpose and Mission

  • To provide the freight/goods movement community a voice in the regional transportation planning process.
  • To serve as a forum for Baltimore region freight stakeholders to share information and discuss motor truck, rail, air, and waterway concerns.
     

Membership

The FMTF represents a mix of freight experts from across the modes, including: railroad operators; port operators; trucking firms; airport operators; freight shippers and receivers; economic development organizations; and academics. In addition, staff from the Maryland Department of Transportation and local government representatives also participate.

Overview

The role of the Executive Committee is to establish an annual calendar of items requiring approval or certification, to ensure that all matters of significance are brought before the Baltimore Regional Transportation Board (BRTB) at the proper time, to provide guidance to the Director of the UPWP in preparing the agenda for each meeting, and to ensure that the Chairperson is properly briefed on issues relating to transportation plans and policies in the region. This Committee shall also have the power to adopt all administrative modifications and amendments to the current Transportation Improvement Program (TIP) that do not affect air quality conformity.

Purpose and Mission

  • Set agendas for the Baltimore Regional Transportation Board
  • Adopt Administrative Modifications and Amendments to the TIP that do not affect air quality
  • Approve Letters of Support for Discretionary Grants or Research Programs
  • Provide Guidance to the Director of the UPWP (BMC Transportation Director)

Membership

The Executive Committee of the Baltimore Regional Transportation Board (BRTB) consists of the Chairperson, the Vice-Chairperson, and a representative of the Maryland Department of Transportation, as designated by the Secretary. The Director of the Unified Planning Work Program (UPWP) will attend meetings and provide administrative support to the Committee.

Baltimore Region GIS Committee

Baltimore Region GIS Committee

Overview

The Baltimore Region GIS Committee (BRGISC) is a working group for GIS staff in BMC's member jurisdictions. The goal of the committee is to come together to collaborate and exchange ideas on geospatial matters that affect the entire region. Founded in 2009, the BRGISC meets quarterly to discuss state and local GIS activities, coordinate on regional projects, and provide educational and networking opportunities for its members. GIS staff at BMC act as a liaison between BMC's member jurisdictions to ensure they are kept updated on state policies and projects that affect local GIS operations. BMC staff also advocate at state meetings on behalf of local GIS interests.

Purpose and Mission

  • Monitoring state GIS activities and policies and discussing their impact on local GIS operations
  • Advising state agencies on GIS issues that affect local GIS staff
  • Fostering cooperation, collaboration, and communication on GIS-related issues among local, regional, state, and federal agencies in the Baltimore area
  • Providing opportunities for state agencies, federal agencies, and other groups to bring their ideas to the entire region while giving local government GIS staff a chance to provide feedback on large-area projects that may affect them
  • Coordinating and facilitating the sharing of geospatial data among BMC member jurisdictions
  • Creating partnerships and project-level planning for geospatial data projects involving multiple jurisdictions
  • Creating an environment where GIS staff from local governments can share work experiences and project solutions
  • Identifying opportunities for Committee members to address GIS training needs cooperatively with each other and other groups and agencies

Membership

The BRGISC is open to all GIS staff who work for BMC's member jurisdictions.

Baltimore Regional Cooperative Purchasing Committee

Baltimore Regional Cooperative Purchasing Committee

Overview

The Baltimore Regional Cooperative Purchasing Committee works with regional procurement officers from its eight county/city membership to aggregate the purchasing volumes of like commodities and services to leverage the committee's buying power.

This work is facilitated by the Coordinator of Cooperative Purchasing employed by the Baltimore Metropolitan Council.

Purpose and Mission

  • Identify cooperative procurement opportunities.
  • Identify a lead buying entity to administer the cooperative procurement under their purchasing policy and procedures.
  • Save participants money, time and administrative burden through consolidation efforts.
  • Share best practices and essential information.
