The Baltimore Metropolitan Council (BMC) is soliciting proposals from a qualified and experienced consultant, or consultant team, to analyze long-term risks and opportunities associated with multiple possible future scenarios in preparation for the 2027 Long-Range Transportation Plan (LRTP). The project will identify strategies or policy options that yield good results across scenarios, tradeoffs across scenarios, and anticipated impacts on equity emphasis areas in preparation for the 2027 LRTP.
The project will combine quantitative analysis and qualitative scenario planning workshops to explore, analyze and communicate the potential impacts of alternative future conditions related to transportation investment and policy decisions, land use, housing, technological, socioeconomic, environmental, economic and other topics.
Proposals must be received by BMC no later than August 2, 2024, by 2:00 p.m.
