Freight Management and Planning

Our economy, jobs, and consumers rely on the efficient movement of freight through the transportation system.

The Baltimore region is home to the nation’s sixth largest port, the Port of Baltimore, two Class I and three regional railroads, as well as the Baltimore/Washington International Thurgood Marshall Airport. Situated at the midpoint on the north-south eastern seaboard, the Baltimore region also has an extensive roadway and highway network. Maintaining and improving our existing transportation network wil improve freight movement and economic growth for our region.

The U.S. Department of Transportation estimates that the growth in goods movement will continue at an increasing rate. Moderate economic growth will double the volume of import-export tonnage and increase domestic freight tonnage by seventy percent over the next twenty years. More growth will result in more congested highways, railways, waterways, and airspace. Therefore, freight transportation management and planning becomes an increasingly integral part of the regional transportation planning process.

Federal legislation requires that a metropolitan planning organization’s long-range transportation plan “enhance the integration and connectivity of the transportation system, across and between modes, for people and freight.” Transportation 2030 is the long-range transportation plan of the Baltimore Regional Transportation Board. Transportation 2030 addresses transportation network improvements for our highways, railways, waterways, and airspace.

The BRTB recognizes the importance of integrating freight into the transportation planning process. In 1999 it established the Freight Movement Task Force advisory council. The FMTF’s objective is to provide the public and freight stakeholders from all modes a voice in the regional transportation planning process.


Freight Movement Task Force

The Freight Movement Task Force is an Advisory Committee of the Baltimore Regional Transportation Board. The Baltimore Metropolitan Council staffs the FMTF.


The FMTF’s main function is to provide the public and the freight movement community a voice in the regional transportation planning process. The FMTF is a forum for Baltimore region freight stakeholders to share information and discuss motor truck, rail, air, and waterway concerns.

The FMTF represents a mix of freight experts from across the modes, including: railroad operators; port operators; trucking firms; airport operators; freight shippers and receivers; economic development organizations; and academics. In addition, staff from the Maryland Department of Transportation and local government representatives also participate.


FMTF meets quarterly. The FMTF welcomes the public to observe meetings and provide comment.

What is the BRTB?

The Baltimore Regional Transportation Board is the Metropolitan Planning Organization (MPO) for the Baltimore region. As an MPO, the BRTB is directly responsible for making sure that any money spent on existing and future transportation projects and programs is based on a continuing, cooperative and comprehensive (3-C) planning process. All transportation projects and programs that receive federal funding in our region go through this planning process.  

What is the BRTB responsible for?

The mission of the BRTB is to provide regional transportation planning and policy making for the Baltimore region.  Specifically, the BRTB provides overall program management of the budget and work plan - the Unified Planning Work Program (UPWP). In addition, the BRTB provides policy direction and oversight in the development of a federally mandated Long-Range Transportation Plan (the current plan is Maximize2040 ), the Short Range Transportation Improvement Program (TIP) and the Air Quality Conformity Determination. The work program, the long-range transportation plan and the TIP all require approval by the BRTB.

How is the BRTB governed?

The BRTB is governed through bylaws that describe the form, function, and rules of procedure.  View the BRTB Bylaws. In addition, the BRTB completed a successful federal certification review in 2016 that determined that the regional process meets federal requirements. Certification occurs every four years.

When does the BRTB meet?

The BRTB generally meets the fourth Tuesday of the month. Most months the BRTB meets at 9 a.m. There is an opportunity for public comment at each meeting.  View the Public Testimony Rules and Procedures for BRTB meetings.

Who serves on the BRTB?

The BRTB is a 12-member  board representing the cities of Annapolis and Baltimore, the counties of Anne Arundel, Baltimore, Carroll, Harford, Howard, and Queen Anne's and the Maryland Department of Transportation, the Maryland Department of the Environment, the Maryland Department of Planning, and the Maryland Transit Administration.

The BRTB is staffed and coordinated through the Baltimore Metropolitan Council.

In addition, the BRTB convenes a number of committees and advisory groups that focus on specific technical and policy areas.

Inclement Weather Policy for BRTB events: In the event that Baltimore County schools are closed systemwide, all meetings (AM and PM) of the Baltimore Regional Transportation Board and its subcommittees will be cancelled for that day. If the school system closes during the day, any meetings scheduled for the remainder of the day or evening are cancelled. Delays in the opening of the school system do not impact any committee or their scheduled time.
