Carrs Mill Road Bridge replacement project (2016-2019 TIP Amendments)

 The Baltimore Regional Transportation Board (BRTB) welcomed public comments on an update to the Amended 2016-2019 Transportation Improvement Program (TIP) for the Carrs Mill Road Bridge replacement project Monday, April 4 through Friday, May 6, 2016. The BRTB voted to approve these amendments on Tuesday, May 24 at 9 a.m. via BRTB Resolution #16-17

The Amended 2016-2019 TIP is the list of regional transportation projects requesting federal funding. It includes more than $2.5 billion in proposed federal, state and local money for highway, transit, bicycle and pedestrian projects during the next four years. The funding goes towards maintaining, operating and expanding the transportation system. The TIP is fiscally constrained.

Amendments occur in the TIP because of changes to project scope and funding or changes to federal documentation policies. Public comment periods and meetings aim to keep communication open regarding these changes. 

Harford County proposes an update to the TIP to add funding for the following bridge replacement project:

Carrs Mill Road Bridge #216 (TIP ID # 15-0701-13)
This $2.4 million project replaces the 66-year old triple-cell concrete pipe bridge that carries Carrs Mill Road over the Bear Cabin Branch stream. The severely deteriorated concrete pipes and slate headwalls need replacement.

This amendment adds a total of $1.5 million in federal Surface Transportation Program (STP) and local matching funds for construction and inspection fees. Total funding in the 2016-2019 TIP increases from $500,000 to $2.035 million.

Adding this funding allows Harford County to begin construction on the project in late 2016 or early 2017. Harford County does not anticipate significant road closures with this project, as a temporary bridge is to be built to maintain traffic flow during construction.

A public review period* ran from Monday, April 4 through Friday, May 6, 2016.  No public comments were received during the comment period. 

The BRTB and Harford County hosted a public meeting on these TIP amendments in the community on Monday, May 2 from 6:30 to 8:00 p.m. at the Harford County Public Library, Bel Air branch. A presentation was also  made to the BRTB’s Public Advisory Committee (PAC) Policy Subcommittee on Wednesday, May 4 at 4:30 p.m. at the Baltimore Metropolitan Council.    

Comments were also welcome during the Public Comment Opportunity during the BRTB meetings on Tuesday, April 26 at 9 a.m. and Tuesday, May 24 (vote) at 9 a.m.

* The public participation process for the TIP will also meet the FTA public participation requirements for the MTA’s Program of Projects (POP).
