The Baltimore Regional Transportation Board (BRTB) receives federal funding to support the regional transportation planning process. In doing so the BRTB is required to provide all programs and services fairly and any negative transportation impacts shared equally.

Title VI of the Civil Rights Act of 1964 prohibits discrimination based upon race, color or national origin. On January 27, 2015 the BRTB approved Resolution #15-19.
In accordance with Title VI of the Civil Rights Act, and other applicable laws, the BRTB operates its programs and services without regard to race, color, or national origin. Furthermore, any person who believes she or he has been aggrieved by any unlawful discriminatory practice under Title VI may file a complaint with the BRTB. Review the BRTB’s Title VI Program

If a complaint is filed against the BRTB, the Title VI Officer will review the complaint and forward it to the appropriate state or federal agency for resolution pursuant to the referent agency’s procedures. The LEP Plan seeks to ensure that where substantial numbers of residents exist who do not speak or read English proficiently, these individuals have access to the planning process and published information, and that public notification is provided in other languages. The plan includes a four-part analysis and lays out how the BRTB will provide services to individuals with Limited English Proficiency.
The Plan can be translated to other languages by visiting translate.google.com and clicking on the “Documents” hyperlink. The BRTB adopted Resolution #15-20 to ensure that DBEs have an equal opportunity to participate in the metropolitan transportation planning process. The BRTB establishes a DBE participation goal each fiscal year. The current DBE participation goal, as adopted in Resolution #24-20, is twenty-six point two percent (26.2%).
The BRTB must adhere to the Americans with Disabilities Act of 1990. In particular, Title II requires the BRTB to make reasonable accommodations to provide access to its programs, services and activities, as well as to its premises, in order to avoid discrimination.
To ensure reasonable access to its premises and to further ensure reasonable access to its programs and activities, BMC staff developed a Title II of Americans with Disabilities Act of 1990 and Section 504 of the Rehabilitation Act of 1973 Self-Evaluation and Transition Plan.
To support public engagement and project planning efforts, BMC staff developed the Vulnerable Population Index (VPI). This tool uses data obtained from the decennial Census and the American Community Survey (ACS) to determine the regional distribution of each of seven vulnerable populations. These populations are based on the following indicators: poverty, minority (non-Hispanic, non-white), minority (Hispanic), LEP, disabled, elderly, and people with no car.
