The Baltimore Metropolitan Council (BMC) is soliciting proposals from a qualified and experienced consultant, or consultant team, to provide professional services for identifying recommendations for enhancing the use of crash and telematics information for planning and programming in the region.
This project will involve meeting with telematics data vendors and local partners to evaluate available data resources and local capabilities and needs. The project will result in recommendations for incorporating newer data into planning processes. This project should be completed by June 30, 2026 and was approved as part of the Baltimore Regional Transportation Board’s Fiscal Year 2026 Unified Planning Work Program.

The Baltimore Metropolitan Council (BMC) is soliciting proposals from a qualified and experienced consultant, or consultant team, to provide professional services for the preliminary design of the Henryton Road Spur segment of the Patapsco Regional Greenway (PRG).
In 2016 the Bicycle Pedestrian Advisory Group of the BRTB established a goal to identify a continuous greenway through the Patapsco Valley from the Inner Harbor in Baltimore City to Sykesville in Carroll County. BMC is leading the effort to develop 30% design plans for individual segments of the PRG.
The 0.7-mile PRG: Henryton Road Spur segment will be a combination of natural surface trail, paved trail, and bicycle/pedestrian bridge connecting Carroll County and Howard County. This spur will begin as a connection to the natural surface trail from the Freedom Park to McKeldin section of the PRG.

The Baltimore Metropolitan Council (BMC) is soliciting proposals from a qualified and experienced consultant, or consultant team, to provide professional services for a transit planning study to analyze services provided by private providers and develop recommendations for improved coordination and collaboration with public transit agencies.
The study will include an assessment of existing private shuttle services, data collection and outreach to private providers, case studies highlighting successful collaboration between public and private agencies, and a final report synthesizing the findings. Qualified firms should have experience planning and designing transit networks, engaging stakeholders, and applying creative solutions to planning problems.

The Baltimore Metropolitan Council (BMC) is soliciting proposals from qualified firm(s) to undertake a comprehensive freight study for the Baltimore region. This study is intended to:
1) develop a comprehensive assessment of truck parking solutions,
2) document MPO Freight Committee best practices,
3) assess regional impacts from the upcoming completion of two large infrastructure improvements, and
4) recommend components and management of a “Baltimore Freight Finder” tool.
The Baltimore region is the hub of goods movement in Maryland. Each year, more than 307 million tons of freight valued at nearly $1 trillion is moved over Baltimore’s highway system, two Class 1 railroads, three regional railroads and several short line railroads, through the Port of Baltimore and BWI Airport.
Proposals must be received by BMC no later than September 17, 2025 by 2:00 p.m.

The Baltimore Metropolitan Council (BMC) seeks qualified and experienced developers to apply for affordable housing subsidies for new construction, substantial rehabilitation, or existing housing through the Baltimore Regional Project-Based Voucher (PBV) Program.
This request for proposals (RFP) contains two new requirements from previous rounds: a minimum threshold of jobs within 10 miles and a new required reserve to fund mobility counseling for PBV unit residents. BMC hosted a virtual pre-proposal information session for interested parties on Monday, June 30 at 11 am. The slide presentation and attendee list are posted on the right. Proposals will be evaluated on a rolling basis, but must be received by BMC no later than November 14, 2025 by 2 p.m. Award decisions will be made on a rolling basis until December 19, 2025.
