Baltimore City Road Resurfacing Project
2016-2019 Transportation Improvement Program Amendment (November 2015)

The Baltimore Regional Transportation Board (BRTB) welcomed comments on an update to the 2016-2019 Transportation Improvement Program (TIP) for a Baltimore City Road Resurfacing Project through Wednesday, November 11.

The BRTB voted to approve this amendment at its meeting on Tuesday, November 24, 2015 via BRTB Resolution #16-7


The 2016-2019 TIP is the list of regional transportation projects requesting federal funding. It includes more than $2.5 billion in proposed federal, state and local money for highway, transit, bicycle and pedestrian projects during the next four years. The funding goes towards maintaining, operating and expanding the transportation system. The TIP is fiscally constrained.

Amendments occur in the TIP because of changes to project scope and funding or changes to federal documentation polices. Public comment periods and meetings aim to keep communication open regarding these changes.

Baltimore City proposed adding a resurfacing project to the TIP:

Baltimore Citywide Road Resurfacing (TIP ID # 12-0207-11)
Baltimore City proposes adding a project, Citywide Road Resurfacing, to the TIP. Roadway resurfacing will eliminate hazardous or substandard conditions and improve system conditions.

Adding this project to the TIP allows Baltimore City to utilize federal Surface Transportation Program funds. The project allocates construction funds in Fiscal Year 2016 in the amount of $8 million federal and $2 million matching for a total amount of $10 million. The project had previously been on hold.

Public Review and Comment
A public review period was held from Wednesday, October 7 until Wednesday, November 11. During this time, the BRTB hosted a public meeting for the TIP amendment on Wednesday, November 4 from 4:30 to 6:30 p.m. at the Baltimore Metropolitan Council, located at the Offices @McHenry Row, 1500 Whetstone Way, Suite 300, Baltimore, Maryland, 21230.

Comments were also welcome during the Public Comment Opportunity during the BRTB meetings on Tuesday, October 27 at 4:30 p.m. or Tuesday, November 24 at 9 a.m.

No public comments were received on this TIP amendment.
