BRTB to update 2018-2021 Transportation Improvement Program

The Baltimore Regional Transportation Board (BRTB) welcomes comments through Friday, November 10, on updates to the 2018-2021 Transportation Improvement Program (TIP) for the Hawkins Point Bridge over CSX Railroad project.

The BRTB is scheduled to vote on the amendment on Tuesday, November 28 at 9 a.m. Details of the amendment and comment period are below.


The 2018-2021 TIP is the list of regional transportation projects requesting federal funding in the near term. It includes more than $3 billion in proposed federal, state and local money for highway, transit, bicycle and pedestrian projects during the next four years. The funding goes towards maintaining, operating and expanding the transportation system. The TIP is fiscally constrained.

Amendments occur to the 2018-2021 TIP because of changes to project scope and funding or changes to federal documentation policies. Public comment periods and meetings aim to keep communication open regarding these changes. 


Baltimore City requests of the BRTB to update the 2018-2021 TIP to include a new project, the Hawkins Point Bridge over the CSX Railroad (TIP ID # 12-9903-13). This project had previously been in the 2017-2020 TIP, but must now be added to the 2018-2021 TIP as a result of delays in the process to advertise the project.

A total replacement is necessary for the bridge carrying Hawkins Point Road over the CSX Railroad to meet Federal Highway Administration (FHWA) guidelines regarding sufficiency ratings. The project includes a total bridge replacement, as well as roadway reconstruction on each side of the bridge. The roadway reconstruction also includes utility work and the construction of sidewalks on each side of the roadway. Additional project elements include stormwater management and reforestation of two acres east of the bridge. In all, the project extends 0.53 miles from 1,200 feet west of Chemical Road to Ross Avenue.

This amendment would add the project to the 2018-2021 TIP using $17.6 million in federal NHPP funds, along with $4.4 million in matching funds for the construction phase. The total cost of the project, including funds spent prior to fiscal year 2018, is $24 million.

The public review period runs from Tuesday, October 10, through Friday, November 10, 2017. The BRTB invites the public to learn more and/or share comments on this project at the following meeting:
