BRTB Comment Period On $3 Billion in Transportation Projects in the 2014 – 2017 Transportation Improvement Program, Amendments to Plan It 2035 Long-Range Transportation Plan, and Air Quality Report
The Baltimore Regional Transportation Board (BRTB), as the Metropolitan Planning Organization for the Baltimore region, sought public comments from September 17 through October 18, 2013 on three major transportation plans. The BRTB voted to approve these documents on November 26, 2013.
The release of these documents coincided with the announcement by Gov. Martin O’Malley of major transportation projects in the Baltimore region. Highlights of the three BRTB transportation documents are as follows:
2014 – 2017 Transportation Improvement Program (TIP)*
The 2014-2017 TIP is a listing of transportation projects requesting funding that includes more than $2 billion in proposed federal, state and local money for highway, transit, bicycle and pedestrian projects throughout the region over a four year period. The funding will go towards maintaining, operating and expanding the transportation system.
Select projects throughout the region in the TIP include: Regionally: Engineering for the Baltimore Red Line; Anne Arundel County: Repairs to MARC garages at Baltimore Washington International Thurgood Marshall Airport; Baltimore City: Planning for the Bayview MARC Intermodal Station; Americans with Disabilities Act-related improvements near transit stops; Bicycle and pedestrian route improvements; and Phase I of the Kirk Bus Division modernization project; Baltimore County: Adding a lane on both loops of I-695 from MD 41 to MD 147 and the reconfiguration of a one-lane ramp from I-695 to MD 147; and resurfacing and rehabilitation on Belair Road at key intersections; Carroll County: Planning for the construction of the Governor Brown Trail; Harford County: Bridge repair and deck replacement of the Robinson Mill Road Bridge #154 over Broad Creek and plans to expand parking at the MARC Aberdeen station; and Howard County: Replacing diesel fuel buses with electric buses.
Plan It 2035 Amendments
The region’s current long range transportation plan, known as Plan It 2035, was amended to include four new highway projects and funding updates for one transit project. These updates were a result of additional revenue being generated in Maryland with the passage of the Transportation Infrastructure Investment Act of 2013. Plan It 2035 needed to be amended with the following changes in order to receive this funding and to comply with the federal requirement for a fiscally constrained plan.
The following projects were approved for inclusion in the amended Plan It 2035:
- Regionally: the Maryland Transit Administration (MTA) submitted a revised cost estimate of $2.6 billion for the Baltimore Red Line project and a year of operation as 2021. The new estimate includes adjustments to the scope of work and design development factors.
- Baltimore County: Adding a lane to both loops of I-695 from MD 41 to east of Providence Road ($178.3 million), year of operation, 2020; and adding a lane on the outer loop of I-695 from MD 144 to south of US 40 ($87.5 million), year of operation, 2019.
- Howard County: Provide an access road for MD 32 from MD 144 to Nixons Farm Lane ($3.7 million), year of operation, 2030; and construct an interchange at MD 32 and Rosemary Lane interchange ($76.1 million), year of operation, 2030.
Air Quality Conformity Determination
The Baltimore region does not meet Clean Air Act Standards and must review its current transportation plan and program to ensure conformity with the State Air Quality Implementation Plan (SIP). The Air Quality Conformity Determination report details a comprehensive analysis of effects of the draft 2014-2017 TIP for the Baltimore region and the Plan It 2035 amendments listed above. The report demonstrates conformity to the national Air Quality standards relevant to the Baltimore region for ozone, fine particulate matter and carbon monoxide.
Public Review and Comment
A comment period was held in 2013. Details about these plans were made available on the BMC website and in print at seven local government offices and 21 area libraries. During this time, comments were welcome at six meetings around the Baltimore region, as well as by mail, fax, e-mail, and on Twitter: @bmoreinvolved, @PlanIt2035, #BRTBlistens.
* The public participation process for the TIP Amendment will also meet the FTA public participation requirements for the MTA’s Program of Projects (POP).
Public Comment Period on Draft Project List for 2014-2017 TIP
The Baltimore Regional Transportation Board (BRTB) conducted a 30-day public comment period from Friday, June 14 through Monday, July 15, 2013 on a draft list of new and ongoing projects for which federal funding was requested. Projects were drawn from recommendations in Plan It 2035, the long-range transportation plan for the Baltimore region, and will be included in the draft Transportation Improvement Program (TIP) for FY 2014-2017. A presentation on this draft list of projects was made at the Citizen’s Advisory Committee Policy Subcommittee on July 10, 2013.
The proposed projects will protect and enhance our current transportation investments by providing for maintenance and system expansion. Transportation projects benefit the community by providing jobs, and also make our system safer, reduce congestion, improve air quality, and provide more alternatives for moving people and goods.
New projects include: Aberdeen MARC station – exploring options for additional parking; Belair Road and Seton Hill Complete Streets improvements; Governor Brown trail linking Sykesville to surrounding destinations; Intersection improvements to support access to APG at US 40 and MD 7/MD 159; Bridge repairs on Harford Rd, Wilkins Ave, Wayson Rd, and I-83 at Middletown Rd.; and I-695 - Adding an auxiliary lane between MD 41 and MD 147 and an interchange reconstruction at Harford Rd.
Ongoing projects include: Baltimore Red Line - Planning and Preliminary Engineering; Adding a northbound lane on US 29 between Seneca Drive to south of MD 175; Howard County Electric Bus Project; Kirk Avenue Bus Facility – Construct an energy efficient, green maintenance facility; Funding for the Guaranteed Ride Home and Rideshare programs, as well as transportation services for transportation services for people with disabilities and low-income individuals accessing jobs; Improved traffic lights and coordinated signal systems; Bridge repairs and painting; and Repaving area roads.
